Capt. Raul Pedrozo
Principal Deputy Staff Judge Advocate, US Indo-Pacific Command
Captain Raul Pedrozo (USN, Retd.) is the Principal Deputy Staff Judge Advocate of the US Indo-Pacific Command. He previously served as Special Assistant to the Under Secretary of Defense for Policy; Senior Legal Advisor to Commander, US Pacific Command and Professor of International Law at the Naval War College.
Captain Pedrozo has lectured extensively at military and civilian academic institutions and participated in numerous multilateral and bilateral negotiations, including the International Maritime Organization, Transnational Organized Crime Convention, International Civil Aviation Organization, and US-PRC Military Maritime Consultative Agreement. He has also written extensively on maritime security and South China Sea issues, and is the co-author to International Maritime Security Law (Brill/Martinus Nijhoff Publishers, 2013) and The Free Sea: The American Fight for Freedom of Navigation (United States Naval Institute, 2018). He has an LLM (International & Comparative Law), from Georgetown University Law Center, and a JD (Law) from the Ohio State University, College of Law.
