Head of South Asia Division, European External Action Service, European Union
A French career diplomat, Ms. Caroline Vinot joined the European External Action Service (EEAS) in 2017, as the Head of the Division for Regional Affairs and South Asia in the Asia and Pacific Department (ASIAPAC) of the EEAS.
Prior to this assignment, she was the Chair of two Working Parties of the Council of the EU between 2015-2017: Working Party on Eastern Europe and Central Asia (COEST) and Working Party on the Organization for Security and Cooperation in Europe and the Council of Europe (COSCE) at the EEAS. Between 2012 and 2015, Ms. Vinot served as Permanent Representative of France to the European Union. In 2011-2012, she was an advisor to the Ministry of Higher Education, France. She also served as Head of the Unit for the European Development Policy at the Ministry of Foreign Affairs, France. Ms. Vinot studied International Law at the Université d’Aix-Marseille and at the French Institute of Political Science (Science-Po).
